Iron and manganese are naturally occurring metals in California groundwater and can reach San Fernando Valley tap water through a blend of sources: dissolved in untreated groundwater, leached from aging distribution pipes, and shed from corroding water heater tanks and interior plumbing. Both have established secondary maximum contaminant levels under federal and California drinking water law: 0.3 mg/L for iron and 0.05 mg/L for manganese, set by the EPA and the California State Water Resources Control Board. These are non enforceable aesthetic guidelines addressing color, taste, and staining rather than acute health risk. Utilities such as LADWP and SCV Water routinely report both parameters below these secondary thresholds in their annual Consumer Confidence Reports. However, localized staining in SFV homes often reflects pipe and fixture conditions downstream of the utility delivery point rather than problems with finished tap water itself. Understanding which source is responsible determines which type of filter or treatment actually solves the problem.

Reddish brown stains in toilets, sinks, and bathtubs are among the most common complaints from San Fernando Valley homeowners. Rust colored rings around drains, orange tinting in laundry whites, and a faint metallic taste are all associated with dissolved iron and manganese. But diagnosing the source matters. Finished tap water from major SFV utilities is treated to meet secondary standards before leaving the plant. Staining that appears in a home often points to iron and manganese accumulating downstream: in corroding galvanized or cast iron pipes, inside water heater tanks, or at aerators and fixtures.

What the Regulatory Standards Actually Say

The EPA sets secondary maximum contaminant levels (MCLs) for iron and manganese as part of the National Secondary Drinking Water Regulations (NSDWRs). These are non enforceable aesthetic standards, not health based primary MCLs. They address nuisance properties: color, staining, taste, and odor. California's State Water Resources Control Board has adopted the same thresholds under Title 22 of the California Code of Regulations. The table below summarizes where federal and California standards stand as of 2024.

The secondary MCL for iron addresses the reddish brown staining and metallic taste that occur when dissolved iron oxidizes on contact with air or chlorine at concentrations above roughly 0.1 mg/L. The secondary MCL for manganese addresses the black or dark brown staining and the bitter taste associated with higher manganese concentrations. Neither has a federally enforceable primary MCL. The EPA has published health advisories and guidance documents for manganese based on neurological effects, particularly for infants, but a formal primary MCL had not been promulgated as of 2026. Where Iron and Manganese Actually Come From in SFV Homes

LADWP draws water from three principal sources: the Owens Valley aqueduct (snowmelt dominated surface water), Metropolitan Water District imports from the Colorado River and State Water Project, and local groundwater from the San Fernando and Central basins. Groundwater from the SFV basins has historically carried measurable iron and manganese because aquifer sediments in the area contain iron bearing minerals. Treatment at LADWP wellfields includes aeration and filtration to oxidize and remove dissolved iron and manganese before blending into the distribution system.

Finished water leaving LADWP plants is tested for iron and manganese and reported in the annual Consumer Confidence Report, published each year by June 30 and available at the LADWP Annual Water Quality Report page. LADWP's finished tap water has consistently been in compliance with California's secondary MCLs for both parameters. The staining most SFV homeowners experience is therefore downstream of the utility, originating from one or more of the following:

  • Aging galvanized or cast iron service lines and home plumbing: Galvanized steel pipes corrode from the inside out. Iron oxide deposits loosen when flow changes direction or velocity, releasing reddish particles and dissolved iron at the tap. Homes built before 1960 in areas like North Hollywood, Pacoima, and Reseda are most likely to have galvanized supply lines.
  • Water heater anode rods and tank corrosion: Magnesium or aluminum anode rods react with high pH, softened, or low TDS water and can accelerate tank corrosion. Iron sediment settles at the bottom of conventional tank heaters and is disturbed when hot water demand increases, producing discolored hot water at kitchen and bath taps.
  • Distribution system deposits and repairs: Repairs to cast iron or ductile iron mains release iron particles downstream. LADWP distributes hydrant flush notices for some areas following main repairs, indicating temporary elevated iron in the distribution system, not a supply problem.
  • Groundwater sources with naturally elevated iron or manganese: Portions of the SFV served by smaller district wells rather than blended LADWP surface water may see higher iron or manganese levels, particularly in low flow or drought years when water tables drop and aerobic conditions change in the aquifer.

Santa Clarita and SCV Water: A Separate Source Profile

Homes in Santa Clarita, one of the communities in the UpTown Cares service footprint, are served by Santa Clarita Valley Water Agency (SCV Water) rather than LADWP. SCV Water draws from a mix of local groundwater (including the Saugus Formation aquifer), MWD imports, and State Water Project supply. The agency publishes its own annual CCR, available at yourscvwater.com. SCV Water's finished water is tested for iron and manganese along with all other regulated and secondary parameters. Because Santa Clarita's groundwater sources include formations with different mineral content than the San Fernando Basin, iron and manganese levels in untreated source water vary from LADWP's blend. As with LADWP, finished tap water from SCV Water is treated to meet secondary standards before reaching homes. Homeowners in Santa Clarita experiencing persistent staining should pull the most recent SCV Water CCR and compare measured values against the 0.3 mg/L iron and 0.05 mg/L manganese thresholds.

Which Filtration Technologies Address Iron and Manganese

The right treatment depends on whether the source is dissolved (ferrous) iron, particulate (ferric) iron and rust, or both, and at what concentration.

For SFV homes where the staining originates from corroding galvanized plumbing, no point of use or whole house filter addresses the root cause: the pipe itself. A water test that shows iron levels below 0.05 mg/L at the street side meter but elevated at the kitchen tap suggests iron leaching from interior plumbing. In that case, replumbing or pipe lining is the underlying fix, and a sediment pre-filter at individual fixtures provides temporary relief.

How to Read Your Utility's CCR for Iron and Manganese

Every public water system in California is required to publish a Consumer Confidence Report each year. For LADWP customers, the report is at the LADWP water quality report page. For Santa Clarita customers, it is at yourscvwater.com. Look for the secondary contaminants table and find the rows for iron (Fe) and manganese (Mn). The CCR shows the range and average of measurements taken from the distribution system during the reporting year, reflecting finished tap water quality, not source water quality. If both parameters show measurements below the secondary MCL and no range exceeds the threshold, the utility is delivering water that meets the aesthetic standard.

The CCR does not sample from every home's tap. If your staining is persistent after verifying utility compliance, get an independent at the tap test from a California certified laboratory. The California Department of Public Health maintains a list of certified labs at waterboards.ca.gov/drinking_water/certlic/labs/.

Is iron in tap water dangerous?

The EPA and California have not established a health based primary MCL for iron in drinking water because iron at typical drinking water concentrations does not pose acute health risks for most people. The secondary MCL of 0.3 mg/L addresses staining and taste. People with hereditary hemochromatosis (iron overload disorder) are sometimes advised to avoid high iron water by their physicians, but this is a clinical consideration, not a regulatory one. If you have specific health concerns, consult a physician and get your tap water tested at a certified laboratory.

Is manganese in tap water a health concern?

Manganese has generated more regulatory attention than iron in recent years. The EPA has published health advisory documents noting potential neurological effects, particularly for infants who consume formula mixed with high manganese water. As of 2026, no enforceable federal primary MCL exists for manganese, though the EPA has signaled interest in further regulatory action. California's secondary MCL of 0.05 mg/L is a conservative aesthetic threshold; the state Public Health Goal (PHG) established by OEHHA for manganese is based on neurological protection, particularly for infants and children. Families with formula fed infants may wish to consult the current PHG at oehha.ca.gov/water/public-health-goals-phgs and consider a point of use RO or certified filter if their tap water manganese levels approach the secondary MCL.

What causes black staining in my toilet tank?

Black staining in toilet tanks and bowl rims is characteristic of manganese precipitation. When dissolved manganese oxidizes on contact with air, chlorine, or at higher pH, it forms manganese dioxide, a dark brown to black compound that clings to surfaces. Black staining at the waterline in a toilet tank, dark spots around faucet aerators, and black streaks in toilet bowls after flushing are all signs of manganese present in the tap water supply to those fixtures. A water test that measures manganese at the tap confirms the source.

Will a water softener fix iron staining?

Conventional ion exchange water softeners are designed to remove calcium and magnesium hardness. They can incidentally remove small amounts of dissolved (ferrous) iron because iron ions displace calcium on the resin beads. However, iron above about 0.3 mg/L will foul the resin over time, reducing softening efficiency and requiring more frequent regeneration. Particulate (ferric) iron, which is already oxidized and rust colored, will physically plug the resin bed and is not addressed by softening. Most water quality professionals recommend installing a sediment or oxidizing filter upstream of a softener when iron or manganese is present.
