Every water utility serving more than 25 customers is required under the Safe Drinking Water Act to publish an annual Consumer Confidence Report (CCR) disclosing contaminant levels, water sources, and detected parameters. LADWP publishes its CCR each July covering the prior calendar year. The 2024 CCR, released in July 2025, is the most recent complete dataset available for Los Angeles drinking water. Three sources, three hardness profiles
San Fernando Valley households receive water blended from three supply points, and the ratio shifts month to month depending on snowpack, MWD allocations, and drought conditions. Each source has its own measurable hardness profile in the 2024 CCR data:

The Northern Combined Wells draw from the San Fernando Valley groundwater basin and supply neighborhoods across the Valley floor, including Sun Valley, Pacoima, Arleta, North Hollywood, and Van Nuys. Groundwater hardness in this basin reflects the geology of the area, where water percolates through calcium and magnesium rich alluvial deposits. The high end of the NCW range, 174 mg/L (10.2 gpg), pushes into the upper boundary of hard before tipping into very hard. The MWD Jensen Plant draws from Colorado River and State Water Project imports via the Jensen spreading grounds in Sylmar, and its hardness is notably consistent, ranging only 10 mg/L across the year. Total dissolved solids: what the CCR says
Total dissolved solids measures the combined concentration of all dissolved minerals, salts, and metals in finished water, expressed in mg/L. The EPA secondary drinking water standard for TDS is 500 mg/L, and any reading above 1,000 mg/L is considered undrinkable by the EPA secondary drinking water standards. What hard water actually does in a San Fernando Valley home
The practical effects of 6 to 10 grains per gallon water are predictable and cumulative. The calcium and magnesium ions that produce the hardness reading are the same ions that precipitate out of solution when water is heated or evaporates, forming calcium carbonate scale. That process is physically inevitable: the solubility of calcium carbonate drops as temperature rises, which is why scale builds inside water heaters, on showerheads, and inside kettles far faster than it builds in cold supply lines.

LADWP does not deliver identical water to every part of the Valley. The blend of Aqueduct supply, MWD imports, and local groundwater varies by pressure zone, season, and year based on supply availability. North Hollywood and Sun Valley neighborhoods, which are served by the Northern Combined Wells, receive a higher fraction of local groundwater when aqueduct supply is constrained, which raises both hardness and TDS at those taps. Neighborhoods in the western SFV (Woodland Hills, Calabasas, West Hills) are more likely to receive a higher fraction of Aqueduct supply during high-snowpack years, which lowers the hardness profile.
